Site Acquisition & Planning
Land was secured along FM 2830, and early site planning began. This phase included baseline environmental review, initial infrastructure planning, and early coordination around access, utilities, drainage, and development requirements.
Q4 2024 – Q1 2025
Permitting & Regulatory Coordination
Initial filings and coordination were completed with Liberty County, TCEQ, and relevant state agencies for applicable site, water, and infrastructure requirements. Early approvals and review steps were completed to support the next phase of development

INFRASTRUCTURE PLANNING
Four core systems support responsible, long-term development at LAMP, the Liberty American Multi-Sourced Power & Innovation Hub.
Power Strategy
LAMP is being developed with on-site power generation planned to support its primary operations and reduce added demand on the surrounding utility grid.
- On-site generation designed as a core infrastructure priority
- Local utility grid used only for limited backup or support needs, where applicable
- Renewable energy integration planned for later development phases
Water Systems
LAMP’s water infrastructure is being planned as part of the campus from the beginning, including storage, treatment, and conservation systems.

- Designed to avoid reliance on residential water sources
Phased Construction
LAMP is being developed in deliberate phases so infrastructure can scale in a coordinated and responsible way.

Environmental Compliance
LAMP development is expected to follow applicable federal, state, and local environmental requirements.

COMMUNITY QUESTIONS
Will LAMP put extra strain on the local power grid?
No. LAMP is being developed as a behind-the-meter energy campus with on-site generation planned to support its primary operations.
Liberty County falls within the MISO South power market. LAMP’s long-term energy strategy is focused on operational reliability while limiting additional demand on the surrounding utility grid.
In simpler terms, LAMP is being planned so its main power needs are handled on-site, not by drawing heavily from the same grid serving nearby homes.
What is currently being built on-site?
- Structural framing and building construction
- Site grading and access road improvements
- Underground water and utility infrastructure
- Modular component assembly areas
How will water use be managed? Will it affect local water supply?
LAMP has its own water planning that includes on-site storage tanks, detention ponds that capture rainwater, and a phased treatment system.
All plans are filed with and subject to approval by the Texas Commission on Environmental Quality, or TCEQ. We are not drawing from residential water sources.
In simpler terms, LAMP is being planned with its own water infrastructure so it does not rely on household water sources.
Will this create jobs for Liberty County residents?
Yes. LAMP is expected to create 500+ long-term jobs across operations, engineering, energy systems, manufacturing, and logistics.
Local hiring will be prioritized where possible. A jobs and careers page will be published ahead of Phase 4.
What permits has LAMP received, and where can I review them?
Permits at this scale span multiple agencies, including Liberty County, the Texas Commission on Environmental Quality, and state infrastructure bodies.
