Q3 2024

Site Acquisition & Planning

Land was secured along FM 2830, and early site planning began. This phase included baseline environmental review, initial infrastructure planning, and early coordination around access, utilities, drainage, and development requirements.

Q4 2024 – Q1 2025

Permitting & Regulatory Coordination

Initial filings and coordination were completed with Liberty County, TCEQ, and relevant state agencies for applicable site, water, and infrastructure requirements. Early approvals and review steps were completed to support the next phase of development

Q2 2025

Site Preparation & Grading

Site preparation began with earthwork, grading, access road planning, drainage preparation, and initial boundary infrastructure. This work established the foundation for phased campus development.
Q4 2025 – Present

Phase 2: Vertical Construction

Active vertical construction is now visible on site. Current work includes building construction, water system development, modular assembly planning, utility coordination, and supporting infrastructure installation.
2026 – 2027 Target

Phase 3: Systems Integration

Future phases are expected to include on-site power generation, water treatment systems, infrastructure integration, and facility fit-out for manufacturing, technology, and operational uses.
2027+ Target

Phase 4: Operations & Hiring

The project is expected to move toward operational launch in later phases, with hiring planned across engineering, operations, manufacturing, site management, and support roles as facilities come online.
How LAMP Is Being Built

INFRASTRUCTURE PLANNING

Four core systems support responsible, long-term development at LAMP, the Liberty American Multi-Sourced Power & Innovation Hub.

Power Strategy

LAMP is being developed with on-site power generation planned to support its primary operations and reduce added demand on the surrounding utility grid.

Long-term planning may also include additional energy sources as later phases advance.

Water Systems

LAMP’s water infrastructure is being planned as part of the campus from the beginning, including storage, treatment, and conservation systems.

Phased Construction

LAMP is being developed in deliberate phases so infrastructure can scale in a coordinated and responsible way.

This phased approach allows construction, infrastructure, and operational systems to be coordinated as the campus advances.

Environmental Compliance

LAMP development is expected to follow applicable federal, state, and local environmental requirements.

TCEQ oversight applies where required for water, air quality, and related environmental systems.

FAQs
Will LAMP put extra strain on the local power grid?

No. LAMP is being developed as a behind-the-meter energy campus with on-site generation planned to support its primary operations.

Liberty County falls within the MISO South power market. LAMP’s long-term energy strategy is focused on operational reliability while limiting additional demand on the surrounding utility grid.

In simpler terms, LAMP is being planned so its main power needs are handled on-site, not by drawing heavily from the same grid serving nearby homes.

As of May 2026, active vertical construction is visible from FM 2830. Work is happening across multiple fronts simultaneously:
Development is progressing in stages as the broader infrastructure systems continue to be coordinated, prepared, and brought into place.

LAMP has its own water planning that includes on-site storage tanks, detention ponds that capture rainwater, and a phased treatment system.

All plans are filed with and subject to approval by the Texas Commission on Environmental Quality, or TCEQ. We are not drawing from residential water sources.

In simpler terms, LAMP is being planned with its own water infrastructure so it does not rely on household water sources.

Yes. LAMP is expected to create 500+ long-term jobs across operations, engineering, energy systems, manufacturing, and logistics.

Local hiring will be prioritized where possible. A jobs and careers page will be published ahead of Phase 4.

Permits at this scale span multiple agencies, including Liberty County, the Texas Commission on Environmental Quality, and state infrastructure bodies.
